Certified copies denied by mro

Hi, am a resident of Telangana state.
I have applied for CC(certified copies) of sale deeds of my agricultural land at a local MRO office.
But the MRO/Tahsildhar has provided only plain xerox copies of sale deeds without any certified attestation, quoting the below reasons :

1.Since I told him I require these for court submission, he said that he will not certify them because I'm going to submit in court.
2. And since these sale deeds were done during previous Tahsildhar's tenure, so he will not certify them. Only deeds which are registered during his tenure only, he will certify and issue.

Are these valid reasons to reject my CC copies application?
How to proceed further, please help.

Any property documents are registered at the concerned Sub-Registrar's Office. Tahsildar cannot register the documents in Telangana. It seems that your query is hypothetical.
