Cctv installation in common area

We have 3-storeyed ancestral property(Kolkata).We are 3 siblings and mother who are the stakeholders.Father ( owner of the house) expired.

Can my borther install CCTV in common area (entrance ,common passage, garden) without the consent of all the stakeholders? Is it not the breach of privacy for others? Maybe the CCTV is recording our voice also!
