Case against iit recruitment advertisement for not considering valid experience

Where can we file a case against IIT recruitment advertisement CAT or High Court? The case is for not following proper norms in experience. They have asked for 3 years of experience of (level 11 for level 12) and (level 12 for level 13). For Information Technology position all institutes consider public/PSU/private organizations. Also they have not even relaxed for govt. experience like 6 years on lower levels. They are totally biased.
