Cancel agreement to sale deed

Hi Experts,

I entered into an agreement to purchase a peice of land 2400sqft (farm house) 3 months back on a 100 rs stamp.

I had given 45% of amount as booking amount via account payee check.

Now I want to cancel the deal as the land comes into dispute since collector has issues the notice that any construction in that area would be considered as illegal.

Can I cancel the deal and get the paid amount back?

Please help.
