Can writ of summons be issued in the upcoming summer vacation at Bombay High Court?

I mean to ask that during vacation do the Bombay High Court bailiff functions or not for sending writ of summons/summons, etc.?

A vacation bench court can function very well like any normal bench of court. So if your cases appears before a vacation bench then it might be so if the court deems if fit.

Civil writs, transfer applications in civil cases and First Appeals against orders are not, however, treated as urgent during the period the High Court is closed for the long vacation unless accompanied by a petition to be treated as urgent.]
