Can irctc employee file cast at cat

The grievance was forwarded and registered by the Ministry of Railways (MoRLY) on 25 September 2025, and is presently shown as “Under Process.” The grievance pertains to procedural irregularities and violation of natural justice in the disciplinary proceedings leading to the employee’s termination from IRCTC service. Kindly advise whether, in these circumstances, the employee should await the outcome of the Ministry’s action or may proceed to approach the High Court for appropriate relief.

Yes, the disciplinary proceedings were concluded ex parte, and a removal from service order was issued by IRCTC. 
Kindly advise whether, considering that the disciplinary proceedings have already been finalized and the grievance remains under process, can the employee may now directly approach the High Court for appropriate relief.

The proper remedy is appeal. Has the employee submitted the appeal. 

The so-called grievance is provided under the statute.

Yes, an appeal had already been submitted earlier to IRCTC against the removal order, but it was disposed of without granting relief. The present grievance before the Ministry of Railways (MoRLY) has been filed only after exhausting that statutory appeal remedy, seeking reconsideration on grounds of procedural lapses and violation of natural justice.

Thank you, Sir, for the clarification.

The statutory appeal under the IRCTC (Discipline & Appeal) Rules, 2003 had already been submitted and was disposed of by the competent authority. The present grievance before the Ministry of Railways (MoRLY) is not intended as a statutory appeal but as a post-appeal representation, seeking review on humanitarian and procedural grounds in view of the address error, delayed inquiry, and violation of natural justice.

If the appeal has been filed and there is no reply within 6 months you can move to court.

The PGPortal grievance is updated as “The appeal is being examined in light of extant rules.” & IRCTC Corporate HR has  called and confirmed the file is being processed. No rejection or adverse communication has been issued so far.
