Can blood relatives give witness at the time of registration of  Sale / Reconveyance / Lease  of property deeds at registrar offfice in india

Yes, Any sound and major person may be in blood  relation,friend,neighbour can be made witness in sale deed.

Yes. a major (not a minor) with sound mind can do witness.
