You should appeal to the State Commission

If there is a fraud and any documents were suppressed from you, and if new facts are discovered, I hope you may pray District Consumer Forum. Filing a simple application by the party himself on the above grounds costs nothing.
But proper way is always Appeal to SCRDC.
