Bond in psu

Hello, I want to know from the well learnt lawyers in this forum that what happens in the following scenerio-

 

A candidate gets an employment in a PSU and is required to execute a service bond of serving the company for 1 year training and 3 years thereafter. The candidate has reported for the duty and signed the joining report and given the one sided bond and guarantee undertaking but not signed anything else. Now on the next day the candidtae gets selected in another PSU and he resigns immediately.

Now following questions arises in my mind..

1. Has the candidate become the employee of the first PSU?

2. Is he liable to pay the liquidated damages?

3. Has the employer-employee relation actually started?
