can company supply copy of its board minutes to a citizen having no relationship with company under RTI act

No. Even in PSUs, it has been denied in Shekhar Purushotham Kannav v. New India Assurance Co. Ltd., Appeal No. CIC/DS/A/2013/000614/MP before Central Information Commission, decision dated 28.02.2014. In a Pvt. Ltd., the bar of confidentiality under Section 8(1)(d) would be even higher.
