my submission is that,

 1.   is gazetted officer can attest on (an application  to get some permission) during on his leave/suspension

2.   has any rights to sign on any application and duly stamped on leave/suspension period

3. if it is wrong then please explain me sir.

No. He cannot do that. it will become criminal offence.

A gazetted officer during his valid leave (leave granted after taking proper permission) can very well attest the papers as a gazetted officer, but during suspension, he is deemed to have been deprived of his post either temporarily or otherwise, so he is losing his official capacity.
