Can a person be punished for having a mobile phone in the army? If yes, under what act?

He can't be punished. the punishment is subject to the condition that mobile is used for leaking information of concerned military area to the opponent.

Not able to agree.

No facts are stated.  the queriest has simply given selected words to extract suitable views.

mobile phone is for bidden to be carried by armed forces personnel (and civilians employees too too) while on duty.  He can be punished.
