Arbitration act- parties

Iam a tenant in a building and has been issued a show cause notice by the estate officer under the terms of lease deed. the terms of lease deed contain a Arbitration Clause in case of any dispute between with the estate office. I have a dispute with the estate office in regard to retrospective application of ammendments , which estate office say will be applicable and i say that they are not applicable with retrospective effect. i invoked the arbitration clause with the competant authority and the same was rejected as iam not a party to the lease deed.

i said that when iam issued a notice under reference of a document , all the terms have to be applicable to me and i therefore have the right to invoke the arbitration clause.

Please advise me with suitable judgements
