Complaint to the such telephone tower provider , local authority and police too with all relevant photography.

Give legal notice to the owner of the property where the tower is erected marking a copy to the Municipal Authorities wherein the position of the structure may be explained besides your apprehensions. 

You may report the matter to the Telecom Regulatory Authority of India (TRAI) duly giving the details of the Cell Phone Company name. Of course, in the process of permitting the erection of the Cell Towers TRAI is not involved but when the matter is brought to their notice, it is likely that they act in the interest of the public.

Ultimately, it is in the realm of the local Civic Authorities, who should respond when the structure is not safe.

I Hope Government comes out with proper guidelines relating to the erection of the Cell Towers in Residential localities, duly taking the height of the tower and if it falls and its consequences.

File online grievance in pgrms portal to TRAI, with copy o Municipal authorities and Supdt of Police as it may not involve one rupee cost.  Let as many residents as possible of your area lodge such grievances, as everyone can get due acknowledgment and separate numbers, and this should be redressed within a month..  Further use media for publicity as this poor state of the tower is hazardous to the public.

The facts posted are less than convincing. How could there be a "loosely set up mobile tower"?

If the mobile tower company is not responding to your complaints to remove the endangering tower, you may give a complaint to the local civic body and also can file a suit for mandatory injunction against the company to immediately remove the  tower which is posing danger to nearby inhabitants or the passersby.

Which is the company installed such loose tower, as alleged ? Unbelievable.

However, if it is true story, call the company and local civic authorities for removal of the tower, in writing.
