Appeal to Higher Court against delay in Lower Court

Hi,  When a lower court goes on adjourning a case without giving any decision on an application, can we prefer an appeal to a Higher Court against such adjournment, seeking instructions to expedite giving decision?

So it will be delayed more since any appeal takes 2=3 years in Dt court and 10 to 15 years or more in higher courts.
