Apartment welfare association

which is the best option for smooth running association for the apartment welfare association for the residents? In future they are not supposed to quarrel between them?

You can form an " Apartment Owner's Welfare Association " with not less than 7 members and get it registered before the Registrar of Societies of your district. There is a proforma for it and ask for a copy in the Registrar's office.
