Apartment maintenance and Corupus charges collection

Hi , I own flat in apartment consists of 30 flats. Out of which 24 are 3BHK ( in size 1350-1900 SQFT) and 6 are 2 bhk ( in size 1000-1075). Apartment owners not formed any association and maintaining property by collecting maintenance funds per flat 2500. Recently they started collecting funds for corpus also per flat. Since I bought flat I am in discussion and putting my request to apartment association to collect funds on SQFT as mine is 2 BHK instead of per flat association rejecting my requests and enforcing 2bk Owner�s to pay per flat as Majority Owner�s are 3BHK. I am helpless in my apartment to stand against and fight with association. Could some one help me what type of action I can take against this. Can I file any criminal case against owners asssociation ? Please help me how to proceed Thanks Dk
