any parameters for service interview

Dear All

I observed that in some medical institutes governed by central and state governments, candidates are selected on the ground of  personal interview.

I found that, even experienced and more qualified candidates were not selected. in interview board any relevant question was not asked.

on other hands fresh passed out candidates without any  experience were selected. even those candidates were selected whose academic records  were poor  and hold less qualification.

here my queries are

whether there are any parameters are decided for personal interview?

in what way those parameters can be transparent to all?

whether the pattern of interview can be challenged ?

the marks obtained in written exams can be obtained through RTI application

in what way personal interview measure the ability of candidates?

what are the laws applicable in this case

please guide me
