Alienation of patta land by pattaholder (issued by mro)

My question is about the transferability of house sites issued by Andhra Pradesh Revenue Department- Mandal Officer, as per the provisions of AP assigned lands (Prohobition Of Transfer) act,1977.

X is a patta 60 Sq Yards house site land (holder) given by AP- MRO. in that patta there is clear prohibition on alienation of land by sale/mortegage/gift.  That land is simply transferred to his legal hires, by WILL only.

After some months, X took (Adopted)  Z, a married woman, through ADOPTION process.

And at the same time X sold his land to some other landless person i.e K, through sale and sale consideration.

Later Z and K both trying to claim for possession on X land.

Please advise ?

Note - As per my info, there is clear alienation exception in AP Assigned Lands Act, 1977, stating that assigned lands given to landless can be transferred to other land less people by some reasonable consideration.
