Agriculture to nonagriculture (premiumable land)

Dear Team,
I wish to know whether "Premium Patra Land" can be converted into Non Agriculture and i.e only some part...

My exact question is , I have land 1.30 hectare which premium is high to convert non-agriculture , I just only want to convert 2000 feet out of them...so my questation is that is it possible to pay only premium of 2000feet land and what is the procedure is possible..

The conversion has to be decided by competent authority as per the laid down procedure. First, make such an application for conversion and if they reject the proposal stating valid grounds, contact a local advocate for proper remedy.
