Agreement to sell

A land was under an agreement of allocation to 'A' by the Small Scale Industries Department.  No sale deed was executed.  In the mean time A enters into agreement to sell with 'B.'  Is this agreement to sell B is premature and not enforceable or not?  Later upon allocation can A sell the property to a third party avoiding B?  What would be the fate if B moves the court for specific performance?     Please note that since A was not holding valid title at the time of agreement to sell to B was not registered.

If the land allocated by the Govt authority then with out the permission of the authority it could not be transferred to any one.
