Please explain the complete procedure for adoption of a child by a Muslim under the Juvenile Justice (JJ) Act....

Any religious person, including Muslims, can adopt a child under the JJ system.  The JJ Act prevails over the muslim law, though it does not recognise adoption.

District Magistrate has to be approached by adoptee parents to allow adoption u/s 55 & 56 of the JJ Act.

You can approach CARA for adoption of child under JJ act

You can file petition for child under guardians and wards act.
