The Capital Foundation National Awards Ceremony 2025, held at the Constitution Club of India, convened eminent leaders from the judiciary, legal profession, academia, public administration, and civil society. This year’s gathering carried special significance as it marked the 110th birth anniversary of Justice V.R. Krishna Iyer, one of the most transformative jurists in India’s constitutional history. The event celebrated the continuing relevance of his humanist jurisprudence, which shaped the evolution of modern constitutional interpretation in India.

Justice Ujjal Bhuyan’s Address: Revisiting the Humanist Jurisprudence of Justice Krishna Iyer

Delivering the keynote address, Hon’ble Mr. Justice Ujjal Bhuyan, Judge, Supreme Court of India, offered a reflective and comprehensive analysis of Justice Krishna Iyer’s judicial legacy. He described Iyer as “a moral architect of the Constitution’s conscience,” credited with bringing empathy, social realism, and human dignity to the forefront of judicial decision-making.

Justice Bhuyan highlighted several transformative dimensions of Justice Krishna Iyer’s jurisprudence:

1. Revolutionising Article 21
Through a series of landmark decisions, Justice Iyer expanded the meaning of the “right to life and personal liberty,” establishing it as a guarantee of dignity, humane treatment, and fair process. This expansion laid the doctrinal foundation for several contemporary rights—ranging from privacy to environmental justice.

2. Social Justice as Judicial Duty
Justice Iyer’s judgments consistently centred marginalised groups: labourers, undertrials, prisoners, women in distress, and victims of socio-economic deprivation. Justice Bhuyan emphasised that Iyer treated social justice not as a slogan, but as a constitutional responsibility.

3. Penal Reform & Human Rights
Justice Bhuyan further highlighted Iyer’s pioneering role in reforming India’s prison conditions. His judgments introduced the idea that incarceration cannot diminish basic human rights and that the treatment of prisoners reflects the moral character of the State.

4. Laying the Foundation for Legal Aid
Justice Iyer’s advocacy laid the groundwork for Article 39A, which ultimately led to the Legal Services Authorities Act, 1987, institutionalising free legal aid across the country. Justice Bhuyan noted that this contribution alone places Iyer among the most consequential judicial reformers of the 20th century.

A Warning Against Intemperate Attacks on the Judiciary

Addressing contemporary issues, Justice Bhuyan expressed deep concern over the rising trend of uninformed criticism targeting judicial institutions. He cautioned:

Abusing the judiciary is not criticism. People with no understanding of how the judiciary functions are making scurrilous comments bordering on abuse.”

He underscored three imperatives for safeguarding the judiciary:

  • Judicial Independence as the foundation of constitutional democracy
  • Institutional Introspection to enhance public trust
  • Responsible Public Discourse, grounded in constitutional literacy

His remarks resonated with the audience, especially in an era where digital platforms often enable uninformed commentary without accountability.

Pawan Reley Honoured as the Youngest Awardee of 2025

Among the distinguished awardees, Pawan Reley, Advocate-on-Record, Supreme Court of India, received the Justice A.K. Sikri Young Achiever Award for his contribution to Advocacy, Legal Education, and Public Legal Awareness. The award was conferred by Justice Ujjal Bhuyan, Judge, Supreme Court of India, and Justice A.K. Sikri, Former Judge, Supreme Court of India.

Reley was the youngest awardee at the 2025 ceremony, distinguishing himself in a hall filled with senior jurists, policy leaders, administrators, and institutional heads. His recognition reflects the increasing significance of young legal professionals who combine rigorous courtroom practice with academic involvement and public legal communication.

Academic and Professional Contributions

Alongside his litigation practice in the Supreme Court, High Courts, and Tribunals, Pawan Reley serves as an Adjunct Professor at the School of Law, Galgotias University, where he teaches procedural law, interpretation, and advocacy.

He has trained over four lakh law students, young advocates, and interns through national workshops, online lectures, mentorship programmes, and educational series across digital platforms. His emphasis on practical legal training—how to read files, understand procedure, build courtroom strategy, and conduct ethical advocacy—has made him an influential voice for the new generation of lawyers.

He is widely followed for his digital legal education content, including YouTube lectures, LinkedIn insights, and podcasts on advocacy and legal careers.

Major Editorial and Authorial Achievements

Pawan Reley has also contributed significantly to Indian legal literature through major scholarly and editorial projects.

1. Co-Revision of B.V. Vishwanatha Aiyar’s Landmark Commentary on the CPC
He co-revised the Ninth Edition of B.V. Vishwanatha Aiyar’s Commentary on The Code of Civil Procedure, 1908, a four-volume, 4,000-page legal commentary widely regarded as one of the most authoritative texts on civil procedure in India. This project placed him alongside some of the most respected legal scholars and judges contributing to the evolution of procedural jurisprudence.

2. Author of “Indexcracy vs Democracy: Resisting the Fourth Judges Case”
His book critically examines the interplay between democratic governance and judicial independence, addressing concerns relating to the potential revival of the “Fourth Judges Case” debate. The book contributes meaningfully to contemporary constitutional scholarship and has been particularly noted for its clarity and academic rigour.

These two major works represent his role in both shaping and interpreting complex areas of Indian law.

Over the past few years, Pawan Reley has been honoured with multiple national and international recognitions, underscoring his diverse contributions to law, human rights, and public service:

  1. Doctor of Advanced Studies (Honoris Causa) in Social Work, Azteca University, Mexico — making him the youngest Indian advocate to receive the honour.
  2. A.P.J. Abdul Kalam Inspiration Award (2024) for legal awareness initiatives.
  3. Atal Samman Award (2023) for being the “Most Inspirational Personality in Judicial Leadership and Nation Building.”
  4. 28th Udbhav Cultural Award (2023) for work uplifting manual scavengers and sewer workers.
  5. Recognised as “The Most Admired Global Indian (2023)” by the Asian-African Chamber of Commerce & Industry for human rights advocacy.
  6. TEDx Speaker, contributing to national conversations on law and justice.
  7. Lex Falcon Award (2023) at the LexTalk World Legal and IP Conference, Dubai.
