Not playing salary caution deposit back to teacher

On of my friend working as a teacher in IGCSE School, terminated her employment without servings notice period. During the time of her employment at IGCSE school collected caution deposit on monthly

basis from her salary around total of 35,000. Now called the HR and asked for return of caution. HR replied back that due to not serving of notice period caution deposit will not get refund.

School team only said not required to serve notice period.

Note : It's not CBSE SCHOOL AND ITS IGCSE SCHOOL

Did she get her caution deposit back?

Where I need to complaint? How to proceed?

Is it cauton deposit or security?

What do you mean by "friend working as a teacher in IGCSE School, terminated her employment without servings notice period"? Is it that she has resigned or that the employer had terminated? If the latter, was the due process followed?
