One of my friend posted in North Eastern (NE) State since 2009. Now it's about 4 years but he has not been transferred yet. The posting tenure of NE is fixed for 2 years, perhaps if there is no urgency. While he has about to complete 4 years. Some guys of his batch have been transferred recently but some guys of his same batch are still there without any information of next transfer. Over phone he was said that if complete batch were transferred then it would be issue of experience manpower. And new guys may face problem. Kindly suggest because
1. first time (after about 4 years) some of them have been considered for transferred. Next phase of transfer dont know when come. The high authority doesnt have answer of this question.
2. What is the legal solution of this issue because tenure is fixed for 2 years in north east (tough location) and they have already passed about 4 years.
3. Always new recruitment is sent here, no rotational transfer system.
4. Dont know when the next recruitment comes, because next year election will be conducted and also govt has taking steps to control the new recruitment.
Kindly suggest all the aspects regarding transfer.
