Immediately lodge a complaint to the nearest police station stating all the allegations so that the police register the FIR and necessary action. If in spite of the complaint fails to take any step then you have to file petition before the Magistrate u/s 156(3) crpc. Engage an advocate soon.

Find out the persons capacity and political connection for your reference. Then approach to SP directly with an application to lodge an FIR, well drafted by an Advocate; illustrate the fact in details along with his connections and hand over the application to him. Take a Receipt Copy from his office, with official seal and signature.

I think this will work out best for you. If it seems that he (SP) is in delimma, immediately contact IG or with an advice of advocate, file a complain to the honable court, asking with protection also.
