Is the hobby of collecting empty cartridge shells of firearms unlawful? If it is unlawful, then unlawful under what law/sections of that law?

Many things are not defined in law so onus will be on you that your hobby is not harmful for society.

You can keep empty cartridge shells. There is not law restriction.

But you must not involved with the source of action, so that you can/will get into any case. Be careful.
