How to get passport without birth certificate and 10th mark sheet

I have to get the passport's for my parents who is not having both Birth Certificate and 10th Standard Mark Sheet, instead of that they are holding Voter ID, Aadhar Card and Ration Card as a proof of Indian Nationality.

Is it possible to get Passports Without having Birth Certificate and 10th standard Mark Sheet, if so what would be the supporting documents for it. Kindly help me on this.

Your Parents will get Passport with available documents . May be try to take electricity bill on any family member name with you .

They (Parents) have most imp. document that is Aadhar

Your parents have to submit an affidavit in regards to their date of birth
before Pasport Authority.

Apply for the passport on the basis of available documents. If the passport authority still insist for birth certificate, get the late registration of birth through orders from Magistrate / appropriate authority.

You can submit- School leaving certificate / Secondary School leaving certificate/ Certificate of Recognized Boards from the school last attended by the applicant or any other recognized educational institution
or
Affidavit sworn before a Magistrate/Notary stating date/place of birth as per the specimen in Annexure 'A' by illiterate or semi-illiterate applicants (Less than 5th class).
