do i have to submit original flat papers in the court without a receipt to obtain a heirship certificate in navi mumbai

No need, you get heirship certificate from tehsildar's office of the relevant jurisdiction

no need to submit originals. The same may be produced for perusal and to be returned back.Even if you produce in court you verify from CR.19 register.and confirm its receipt.

The authority competent to issue legal heir ship certificate is the revenue department and a tahsildar of the department will be the authority for signing the certificate.
The court can be approached for succession certificate alone and not for legal heir ship certificate.
For that also, the originals may be produced along with the photo copies, where the originals shall be returned after comparison with the photo copies.
