Inheritance of family property of joint owner

My father died in September 2010 leaving behind two daughters viz myself and my younger sister both married and my mother is predeceased in 1990.My sisister leaving Mumbai and myself in Kolkata .We have 2 storied building and my sister got a separate electric meter in her name for the 2nd story but due to non payment of Bill meter is recently disconnected.I am letting the Ist floor on hire.I have several time asks for partition but my sister is not cooperating.How can I proceed,.

You will have to institute a suit for partition in Civil Court where the house (property) is located.
Consult and engage a local prudent lawyer for better appreciation of facts, guidance and proceeding.

Ji, to me you amicably convince your sister for partition which is better for future.If she agrees for partition, get the document prepared and registered at SRO concerned. if she does not agree file suit for partition.

Yes,, a partition suit needs to be filed if amicable settlement is not possible. However, facts posted suggest that there already exists a settlement as to enjoyment of the property.

If your Sister is Non Co Operative instead of Pleading her for it Just File an Legal Partition Suit in the concerned Court and it would be done
