Builder not issuing noc on transfer of home loan to another

BUILDER NOT ISSUING NOC ON TRANSFER OF HOME LOAN TO ANOTHER BANK,AS HE IS SAYING IT IS LEGAL FRAUD, HOWEVER I AM READY TO SUBMIT ORIGINAL NOC WHICH HE HAS ISSUED EARLIER.

What is the role/ concern / locus standie of the builder qua loan on property ?
