The Regional transport office record can be called under rti application. The details of the owner is required in the court without involving the police department . Rto authority refused to give details.

File appeal to Higher Authority.

If you have to give the vehicle number to the Court, better give it. Say you do not know the ownership.
You cannot get third party information through RTI.
RTO Authorities are right in refusing to give the information to you. Even by making appeal, you will not be able to get it.
