I am buying a property which was partitioned in 1996 in the partition sisters have not been included according to them they have given share in other properties and they will not come as consenting witness
can i buy this property without sisters signature will they not claim there share later please advise

You take a relinquishment deed from the 2 sisters that they don't have right,title and interest in the subject property and get it registered so that you can totally rule out interference of those 2 sisters in the subject property now being sold to you.

Does the partition deed mention that the sisters have agreed to the arrangement and are they signatories to the deed? How the 'other properties' have been conveyed to them?

'Buyer Beware' applies to property deals.
It shall be appropriate to get proper legal opinion from a very able LOCAL senior counsel of unshakable repute and integrity specializing in revenue/property/civil/DRT matters and well versed with LOCAL applicable rules/laws and having successful track record…. and worth his/her salt , before signing or making payment.
This may cost some FEE but can defend long term interest and hard earned monies.

You have posted many queries related to property matters at LCI.
By now you would have understood the imp. of proper legal opinion.
Do you have copy of partition deed?
Is there any narration of other properties that have been given to sisters?
The declinature of sisters to be consenting witnesses as posted by you must alert you and you must go for proper legal opinion in writing....from your own LOCAL counsel as already suggested.
