Name change in cbse certificate

Rather he straight away says that he wants to file a petition and wants to know whether any one has a copy (specimen) of Petition?
YOU SAY FILE A WRIT!
What an answer? Irrelevant solution to the query.

for filing a writ petition against a public body one has to establish that the public authority is duty bound to give him relief. So he has to prove that the board is bound to change the name of any matriculate whenever he/she wants.

It is seen that boards /universities do not change name as this practice will encourage and regularise sale of degrees like share certificates.

Even if the board allows change of name still they may have laid down a procedure. He nowhere stated that he has fulfilled the procedure.

Encouraging and advising him to file Writ Petition with this information may be devastating to him.

Subsequent to your advice for filing writ petition, Mr. Sudhir Kumar through his subsequent post commented, "Encouraging and advising him to file Writ Petition with this information may be DEVASTATING TO HIM."
