PIL is an exception to the common law principle of Locus standi for a person to approach court for relief. Under this any citizen may approach the court for relief in the shape of directions to the authorities who failed to implement the laws passed by the legislature to protect interests / rights of the public at large due to which the people are deprived of their rights and privileges guaranteed by law.
