28.98% weekly off and national holidays

Sir,
As a rule principle employeer has to pay 28.98% weekly off and national holidays for security personnel deployed. Is this right? If yes, Then can i get GO Notification please.

Searched for the above info for Karnataka but couldn't find details. Spoke to few officials from labor office but in vain.

I just want to know how exactly 28.98% is arrived

It is surprising that you are unable to find:

Karnataka Private
Security Agencies Rules, 2008

These are notified in Gazette.

In exercise of powers conferred by sub-section (1) of section 25 of the Private Security
Agencies (Regulation) Act, 2005 (Central Act 29 of 2005) the Government of Karnataka hereby
makes the following rules namely:-
1. Title and commencement.- (1) These Rules may be called the Karnataka Private
Security Agencies Rules, 2008.

Karnataka has constituted the Private Security Agencies Regulation Act, 2005 and Karnataka Prive Security Agencies Rules, 2008 to regulate the business of Private Security Agencies. Accordingly, Govt. of Karnataka vide notification No. HD/274/SST/2010(P), dated 02.05.2012 and 21.05.2012 has appointed the Addl. Director General of Police, Internal Security Division, Bangalore as the Controlling Authority for Private Security Agencies in Karnataka.
