Human rights commission and fake documents

Sir,
Please explain function of Human Rights commission because im a Disable person,my fathers elder brother daughter created Fake Pass book n kept case on me, when my dad is alive she is quiet as she knows my dad had given their property share to her mother on her marriage occasion, after her mom death n my dad death she managed vro n got pass book n written half share on her name. BUT in Revenue Records property name is on my name n on my brother name.
From 4 Years case is running.. She and MY own brother r independent, but im Dependent on mom for everything , so i need my share for my living.
Recently in a T.V Show i saw a lawyer telling to some person that IF A DISABLE PERSON APPROACH HUMAN RIGHT COMMISSION ,COURT CASES WILL BE SOLVED EARLY.
IS THIS TRUE SIR ?
If True how to approach please tell me
I CANT EVEN STAND ON MY OWN IM A C3 COMPLETE SPINE INJURE PERSON
SO KINDLY TELL ME HOW TO SOLVE THIS CASE EARLY
