Telecom bill statute limitation query

As a fresher I want ask few questions
1. Like in banking credit suit, When any due in telecom becomes time barred?

2. What are the conditions to be considered as time barred?

3. Can a telecom consumer ask for a verification certificate of an old dues?

If any one having any references/books /links ..

Hi sir,

In 2009 my sister had a postpaid connection, which she closed in june 2009 due to forced vas activation charging 1200/- however her plan was of rs 189 pm. but she did not paid the bill. Now company has contacted her asking pay atleast half of the bill. Though rs 600 is minor amount but my question is do the company can force a customer to pay old dues as legally we still owe it.

I want to know is there any statute limitations for telecom dues?

I want the reference books/link also .. which will b helpful in future..

No civil case lies after 3 years but criminal case of cheating may be filed.

My cousin sister paid rs 600 and settled the matter yesterday :-(
As she does not wanted to get into any legal issues.
but my question is company did not tried to reach since she stopped using card I can understand that her no was changed but we are localite people if company wud hv tried to reach our address it might hv sorted then. But after 6 yrs can file a court case if comp has failed to make any attempt to reach or retain consumer?
