Termination of leave and licence agreement by owner

My friend has a flat in andheri, purchsed few months before and then gave on rent on 5nov.
Did registration for 11months but due to various demands by tenant gave him termination notice. Tenants few probs were sloved but his demands were never ending.(demands like servicing to water filter, need one center table, tv connection with cable etc)
Now he has stopped rent for nxt month and threatening my frnd that he wil go to court because he has been harrassed by the owner.
Can he do that?
What rights my frnd has after giving him notice by registered a.d?

Nothing could be done if the tenant terminates the arrangement in terms of the agreement.

Madam,

If the deed of Leave & License is adequately stamped and registered, your friend can issue an eviction notice under section 25 of the Maharashtra Rent Control Act 1999 and legally proceed to the authority for the possession of the flat.

The licensee has no right to demand any facility unless specifically agreed in the Leave & License agreement. The Licensee can not stop the payment of rent under any pretext, that is an offence in itself.

Your friend should issue notice of termination of agreement and eviction to the tenant.

Thank you Venu, Kishor mehta and Rajendra for your guidance.

I have read the agreement and there is no clause which states that the expenses have to be borne by owner.
Tenant has to get it done by himself.
But as tenant's age is 60+, my friend just tried to help him out which resulted in all this.

Now also he is saying that he did not get the notice because the letter send by registered a.d was blank.
And blaming my friend for playing terrific prank with him and not considering his age, medical problems.
