Regarding tender on filmaking due date 30th sept, 2015

Sir,
We have applied for a film making e tender which was due on 30th Sept, 2015 and to be opened on 30th sept 2015 itself. It was opened.
The eligibility of tender was DAVP empanelment. We were empanelled with DAVP till 30th Sept, 2015 as per the records.
After the opening of the tender, on the basis of our papers, we were called by the PSU(CLIENT) for showing the original papers submitted. Today we shown them all the original of the papers submitted online yesterday and were asked to wait for making a presentation.
However, at the last moment we were asked that we cannot give presentation as today on Ist Oct, 2015, we are not in the panel.
Are the client legally correct?. Kindly advice ? as we feel injustice and sue them legally.

What is the full tender condition about "DAVP empanelment," whether eith reference to the date of opening of tender, date of screening/ evaluation, or the date of approval of contract on the basis of tender?

All the conditions of the tender need to be referred.
Whether empanelment was required as on date of tender or till the work is completed?
Have you applied for renewal of the empanelment?

It was written in the tender on 26th sept 2015 that producers shall be in the panel of DAVP. Tender closing date was 30th Sept 2015 and opening of technical bid was also 30th Sept, 2015 and financial bid opening date is 1st Oct, 2015.
There were three stage process.
We applied yesterday. Yesterday was the last date. Technical bid was opened yesterday. Yesterday they have written a letter and called us for presentation and verification of the original documents. Accordingly we reached at 10 a.m today and be there till 5 p.m and on the last moment they refused to take the presentation and said that you are not eligible.
Yes we have applied for new empanelment, which has come in force from today onwards. In this new empanelment of DAVP, our name is not there

Perhaps you are still referring to the tender invitation notice, not the main tender document.
Anyway, currency of empanelment with DAVP is relevant with reference to the date of tender evaluation after presentations by the bidders. Tender opening is just an elementary stage for start of process of tender processing, evaluation and approval.

The PSU is adopting a hypertechnical stand. You can approach the High Court and get relief.

Sir,
The condition of the tender was producer shall be in the panel of DAVP. Tender was floated on 26th Sept, 2015. Last date was 30th Sept, 2015 and same day technical bid was opened. New empanelment list was effective from 1st Oct, 2015. We were empanalled till 30th Sept, 2015.
But they have rejected us on 1st Oct, 2015 at the time of presentation and opening of financial bid.
Kindly advice what should we do in this regard.

Repetition of the story is of no use. Opinion already expressed.
However, if not satisfied, better file petion in the court of law to test the reply as well as the result.
