Husband can give POA to wife.

He can execute and get it registered during his visits in India.

He can execute, get it attested from office of the Indian embassy there, after receipt in India get it stamped / validated.

The Power of attorney has to be signed in front of the consul officer in the Indian Embassy of the city and country where he is located. Affixing photograph and the left thumb impression along with his signature is essential. Send the POA to India, where it has to be adjudicated.

Yes, one can give POA to any of his trusted relatives or friends to act on his behalf.

I am just deviating from the above suggestion. If the husband is in India the POA can be notarised or registered. If the husband is sending the POA from abroad,it has to be routed through the Indian Embassy in that country duly attested by the Officials.
