if your father married her after demise of your mother mean she is also entitled to claim 1/4 share. if it is so she can can do any arrangement about her share.

Whether your father married your step mother after demise / divorce from your real mother?

If the marriage was during lifetime of your mother without divorce, she is not entitled for any share, while your step brother would be entitled for a share in the property.

Your stepmother's claim is right if your father had her after your mother's demise.
