agricultral land 7/12 and registration.

Hello,
We have a property in Bhiwandi,Dist-Thane,Maharashtra.My Father had purchased a agricultural land long time back.At that time many people had bought such land in that particular area however nobody had it legally written from the farmer and they just had it on a paper that this particular land to the concerned person.Now I want to make it legalized by having 7/12 extract and registration.I have seen many people over there have constructed floors of building without having it registered however some with their political connections got the paper work done.I want to construct my own house over there but unlike this people i want it to be legally build.What can be done to have the land registered on my family members name.One thing i think can be done is to consult the person who had sold the land and have the documents ready but considering the current scenario i am afraid he will agree to do it freely.Please guide.

In the absence of proper conveyance, you do not have proper title to the land. The only remedy lies in completing the transaction.

Mutation in Revenue records need not result in solving the problem.

YOU MAINTAIN ADVERSE POSSESSION RIGHTS BY PUTTING UP SOME CONSTRUCTION AND YOU KEEP LIVING THERE, WITHOUT THAT YOU CANNOT GET PROPER RIGHT OVER THAT LAND.

With out registration of the sale deed, property is not transferred and you ave no proper title on the property. No other alternate but to consult the seller and get the title registered.

Thank you all for taking time and responding.This feels really good.
Yes the main thing is to consult the seller but considering the greedy nature i am not sure he will agree and instead will claim the land belongs to him.There are high chances even he doesnt have proper papers considering the knowledge this people have about property.How can i get the details of the land so that i can contact the correct person.Also as suggested by balakrishna sir we too had this thinking,we already have a house rented and my family is insisting to reconstruct there but i am in a dilemma to invest there as it has no papers.If we suppose we re-construct our dream house over there,is there a chance tomorrow govt officals will interfere and we will be forced to leave and bear such huge loss?

Also if i start living there and pay all the bills to govt such as Electricity,Water and everything then can i claim the place ?

Is the land in your possession/occupancy? How is it recorded in the revenue records? Who is paying the land revenue assessment? Moreover? Is the land fully transferable?
