Central sales tax act

Andaman & Nicobar Islands have no sales tax liability and any thing can be sold without any sales tax. However sales tax office is functioning for registration under the Central Sales Tax for inter-state purchases at concessional rates.
The registered dealers have to submit a quarterly returns of their purchases (using Form C declaration for availing concessional rate of tax).
My questions are: 1.Are penalties leviable on the delay in submission of quarterly returns?
2. Are penalties leviable on the non-submission of said quarterly returns in time?
3. Does the failure to submit the quarterly returns empower the authority to cancel the registration?
4. Is there any minimum and maximum penalty for such offences quoted above?
5. There is no loss of revenue in the failure to submit the quarterly statements of purchases from other States (inter-state purchase). There is no breach or misrepresentation of any material fact in this case, I believe. In these circumstances is penalty leviable by the authorities?
I welcome answers from members. I will be glad to have the relevant provisions of law in relation to the submission of quarterly returns of purchases (for which Declaration Forms C is issued). In case any case law is available in this regard, it will be most welcome.
