Dear Experts,
could u please advise me, My friends Father in law (being a goan) was born in Karnataka in 1955, since his mother was from Karnataka(Belgaum) and was not register his BC. thereafter he lives in Goa throughout his life in Goa. in Goa he had applied for passport and on the passport, his place of birth is mentioned as belgaum and also on his marriage certificate. he got all the documents like Adhar card, election card, property docs, etc etc from goa. and he never gone to school. my question is ? 1. if he want to register his BC than, where should he apply for? how much time the court will take? 2. is it possible to register him now, as this is required for his pension purpose. thanks.

since he has got passport and other documents he does not need Birth certificate.
if he needs Birth certificate he has to apply in belgaum where he was born . A birth can be registered after 1 year of occurrence after obtaining an order from the Area Magistrate (i.e. SDM of the first class or a Presidency Magistrate) and on payment of late fee.

What is the need of birth certificate at this stage?
In some states late registration is permitted after permission from competent authority.
confirm exact position in your state and if possible proceed accordingly. It would be registered at Belgaum.
