in disciplinary proceeding enquiry officer relied on audit report not cited as evidence of charges and auther of audit report also not examined.in what cercumstances services trinunal quahing the punishment order can or can not remit the case for afresh enquary ?pl.tell me recent supreme court ruling so that case may not be remitted for afresh enquiry.
