Registration o property

Hi,
I have a query regarding my father's property in U.P. He got land for Rs40000, and made an agreement in Registry office in 1982,The Registration of property is still due as on date. Now my father has expired and we have constructed a house there, the actual owner of the land is not ready to sign the papers for registration, can we get the registration by showing the agreement copy and paying stamp duty as on date, or which is he other procedure.

If the agreement to sale is having no time limit then after serving the notice to the seller, the buyer can file the civil suit and then can get the registered sale-deed inn his favour.

Sir this tpye of civil suits are very much time consuming and now the owner of the land can demand more money.

legally he cannot demand but if you want to get the matter resolved amicably then pay him some agreed money and get the registered sale-deed executed within a day.
