Sc certificate

I am a resident of delhi but my father's sc certificate was issued from haryana and he migrated from there to delhi in the early eighties. I had applied for a sc certificate in delhi but it got rejected on the ground that no response was received from haryana in the stipulated time. All my documents were complete and duly attested. I'm not sure if it will get accepted if I apply again as verification on part of the authorities is not in my hand. Please guide me in this matter.
Also is it possible that I can appy for an sc certificate in haryana itself or not.(PLEASE NOTE that I have spent all my life in delhi only)

You have to apply to the concerned tahshilder/sub divisional officer of haryana state in place where your father lived.

If the community you belong is listed in the SC list at Delhi,you can apply at Delhi.If not you have to apply to the authorities at Haryana with the proof of your fathers nativity there.

Yes but in order to apply from haryana don't I have to have a permanent residence over there?? I checked the sc certificate form of haryana and there's a column to mark my address,can I write my address of delhi in it??
Also,would the sc certificate issued in haryana be valid in delhi or not?

You cannot mention the address of Delhi for the certificate of SC to be obtained from Haryana whereas the certificate issued from Haryana is also valid for Delhi.
