Noc for registration required for government alloted land

Dear Experts,
One of my friend belong to SC caste and Government of A.P has allotted agricultural land in 1980.Since then the pahani is in his favor and regularly my friend was paying necessary taxes to the concerned MRO. Pass Books also have been issued in favor of my friend. When appealed for conversion of land from agricultual to commercial the Government has converted the same in the year 2008.For the land registration the they are not giving NOC.
Please advice me how to obtain legally NOC from the Government.

land has been alloted to you . govt has duly sanctioned conversion of land into NA .you have stated govt is not giving NOC
why you want NOC ? are you selling the said that you want registration in name of third party please clarify

For a valid transfer to take place prior permission of the D.M. of the jurisdiction where the property is a legal necessity.true it is difficult to obtain yet it is granted with condition to buy an other plot.

The government authorities has put a board on the land stating that this is government land. The total land is13 acres out of which my friends land is 4 acres the other 9 acres in the same survey number has been sold for individual plot owners, now to obtain noc they are demanding good amount, to get legally noc from the court what is the actual procedure,all the documents pertaining to the land are expected shortly, to approach a advocate or better to negotiate with government department authorities is advisable, please guide me Sreenivasa rao.
