Can secretary refuse to give noc for sale of flat

I was the secretary of my society during my tenure the registrar was called because the chairman and treasurer would not co-operate with me regarding finalisation of accounts. Some of the issues were ironed out, new managing committee was formed the previous years accounts we cleared in the AGM of the society. A few days back the new secretary called me to ask about the share certificate/transfer details of the members of the society. I told him everything has been handed over to him. So he can accordingly go throught the books. But he is insisting that I be there with him.
My main query here is that I will be selling my flat in the next 2-3 months. Can he refuse to give me the NOC citing that first I must clear out the other matters and only then he will give the NOC for sale of flat.

It is better to have good relationship with the current office bearers of the society and if the secretary is seeking your help in understanding some matters, you should not shy and should cooperate with him though he cannot create any hurdle in selling your property.
